Thor Bugged?

In the game, it says that Thor's Thorforce "Instantly Charges" upon hitting someone with his melee. I assume this to mean he recovers 1 hammer when he hits someone, and the demo video seems to indicate as much. However, in a match, the melee seems to only give thorforce sometimes, at a seemingly random interval. Am I missing something here, or is this a bug?

Another question - why does thor's abilities go on a 2 second cooldown after consuming thorforce? I understand that while he throws his hammer and doesn't have it, he can't use hammer abilities. I understand that during the animations for his dash and thorforce recovery move, that the abilities can't be used. However, why does he need to wait two seconds to use anything if he's already got his hammer back? When he uses any move, ALL his abilities going on cooldown seems a bit unnecessary to me. Thanks.

Anyone finding this, it's poorly worded ability. It's the first hit within 5 seconds when using an ability
