Players dont know heroes and there is limited number of them? You could ask why we can play Ranked starting level10 as well. Its just season 0. Not to mention that picks dont matter as much as poor matchmaking at this moment. Everyone from lowest low to highest high is playing against each other... and they added premades into this mess (Where Solo Queue).

Took me some time to reach G3 and I am not looking back at this "Competitive" till S1

I'm a luna/mantis solo Q player myself and i would like to play something else, but other healers are too weak, apart from Jeff, most Vanguards(apart from 1) are too team-dependant, and dpser aren't really the carries in the current meta
