1. The beacon - There are situations in which the overwhelming priority is to avoid losing any one teammate, because that may snowball into a teamfight defeat and result in losing a point. Usually, this is in point defense. The beacon negates a single lucky pick from the other team, which can help hold a point for significantly longer.
2. Mobility - Rocket is probably the single hardest support to kill because of his excellent mobility. He can dash out of the way of the vast majority of offensive ults and outrun nearly anyone. This is good if you are struggling to stay alive in a match, and he's also good at chasing extremely mobile tanks that keep changing vertical levels like Thor or Venom.
He's got a couple of other advantages too, he does enormous damage close which is good at killing overextending tanks, but those are the big ones.
