I can tell you as someone that climbed from gold to Top 500 in one season in OW1, voice is irrelevant, especially in lower ranks. People don't know what they're talking about + often times make false callouts, like someone having low HP. But they're not low, maybe they're half. Someone sacrifices themselves to try to get them based on the callout and dies.
Also, you can't change anyone else's behavior, only yours. So be the best person your team, and eventually you'll climb.
You can do call outs on targets by clicking in the mouse wheel on them
Also, let’s be real if you talk, you're just setting yourself up for being blamed for everything that goes wrong, and no one wants that level of accountability. It’s safer to let your actions speak louder than your words... even if those actions include accidentally feeding and missing every skillshot.
But it's not. It's much easier to completely mute all voice so I do that.
