Dont think we will ever be able to play specifically him but what I wonder is that Galacta says "Pick a Hero you like... or Villain. I am not judging." but there are not really Villains in this game. Yeah you could say the Comic Venom is kind of a Villain but it really depends and most of the time he is just venom doing venom things not intentionally evil.
I wouldn't say Magneto is a Villain too.
So the only one who REALLY is a Villain would be Hela.
So we need more playable Villains in this game. I want Thanos

Also you mention Hela but not Loki?
And Namor is kinda debatable and has a lot in common with Doom.

No Magneto is not a Joke to me but I dont think he is evil but I must say I only know him from the live action movies where he does evil stuff but with good intentions.
Loki is not a Villain he is a Trickster they do such stuff. Plus he had his redemption.
Namos IS indeed debateable but I would say Doom is more on the dark side than Namor.
