He shouldn't be allowed to suicide with people when he ults. Your ult should stop you from being able to go off cliffs and force you to at least spit them out over the edge.

It feels bad and unfair, and if it's too much of a nerf I have zero issue with him being buffed in any other area to compensate.

It is annoying AF, but the counterplay is so easy and with it being actually hard to land on people who are paying attention, it's honestly a fair enough reward to be able to do it.
If you get caught by the ult, most of the time the blame is on you. It's so easily counterable compared to so many other ults; high risk high reward system. Jeff is kinda underpowered if anything at this current time.

Play groot. There is almost no way to avoid it. You move to slow. Jeff gets an insta kill for zero skill.

Most heroes have no way to avoid it. A few have a dash but the aoe is so large that's no guarantee.

The fact he can hold it to bait out people scattering then use it once they regroup is another issue.
It should be instant on press. Not letting him tour the map for 15 seconds while invisible.

I'd wager about 80% of the cast has abilities that can either get them out of the radius or 5m above it to avoid it. And for the characters who don't? It's a team game. If your teammates who did escape aren't blasting that stupid fish to free you, they aren't cooperating as they should.
Jeff is literally a bottom tier meme hero.

put a wall between you and Jeff ez. Wont swallow you even if you are inside the AOE

And if Groot ults Jeff, it's also a free kill. Those are ultimates, they are supposed to be strong and make the opponents think twice.

As the others said though, almost all characters have a way to escape or avoid Jeff. His ult is very good against lower skill people, but very inefficient at higher level: people will know how to spread and dodge, and even if you catch 1 or 2 person, you own team has lost 50% of its support, so it's certainly not "Free".
Thats why I play movement characters so if I get suicides at least he dies as well. Unfortunately some cliffs are insta kills even with movement. (Correct me if I'm wrong)
Found out a while ago that Jeff's Ult can appearently push people into enemy spawn rooms where you get hit with a massive dot damage that kills you in a second or two:

I actually bug reported it because, well... Shouldn't forcing people into a spawn room not be something that can be done? That's the whole point of those big red blockers in front of the doors, to prevent enemies from entering. They made it sound like it was fine though, which baffles me lol.

The Dot damage is obviously there as a secondary measure to prevent people from spawn camping and I'm not complaining about that bare in mind. Just the fact that you can be forced past the barriers to be hit with that dot.
