The fact he can hold it to bait out people scattering then use it once they regroup is another issue.
It should be instant on press. Not letting him tour the map for 15 seconds while invisible.
And if Groot ults Jeff, it's also a free kill. Those are ultimates, they are supposed to be strong and make the opponents think twice.
As the others said though, almost all characters have a way to escape or avoid Jeff. His ult is very good against lower skill people, but very inefficient at higher level: people will know how to spread and dodge, and even if you catch 1 or 2 person, you own team has lost 50% of its support, so it's certainly not "Free".

I actually bug reported it because, well... Shouldn't forcing people into a spawn room not be something that can be done? That's the whole point of those big red blockers in front of the doors, to prevent enemies from entering. They made it sound like it was fine though, which baffles me lol.
The Dot damage is obviously there as a secondary measure to prevent people from spawn camping and I'm not complaining about that bare in mind. Just the fact that you can be forced past the barriers to be hit with that dot.
