Why Winter Soldier got tentacle arm?

A dev mentioned during a live stream it has something to do with "Hydra" from their universe , so im guessing he gets a new arm instead of his Canon arm.

Kind of odd to take license characters but than make them into something else?

I honestly don't think it's a big issue, it looks dope and game devs mostly choose this stuff in hero shooters, because it fits better.
Maybe there's a character coming down the line, that's gonna have an arm that does the exact same stuff in the comics, so they have to spice it up.

My personal opinion is, that Punisher would feel kinda same-ish? So they made Winter Soldier more arm-focused, also the tentacles might do a lot with him being a hydra agent, etc.
