Are there any lower decks characters?

I completed the game and have like 70 hours in and never saw one. They also aren't in the array of what cards / characters are in the game.

Really? Though, Timelines has Lower Deck characters...

I guess the license as it stands now applies only to Timelines and STL has a different license that doesn’t cover lower decks yet.
