The specific issue is that Windows keeps a log of how long you have been logged into your PC. The game uses that data for part of its animation timing system. For some users, this perameter can get out-of-whack severely and measure into very high digits, and this causes a lot of computation. The net-result is stuttering while the game tries to do these increasingly complex computations per every frame draw.
By retsart, I would assume they mean a reboot. You can turn your PC off an back on, or you can simply do the Restart feature in Windows. (a lot of PC cases can also trigger a restart by taping the power button; holding down the power button will often trigger a shutdown; these are referred to as "hard" solutions; hard shutdown, hard reset)
If you have this issue, a fresh boot into Windows should fix it. However, it wil come back again if the CPU timing is your problem. You can either run the game using the NWN2 Client Extension or reboot to remedy the issue.
