I had no problems running it.
My steps:
1 - installed NWN2. As you have already installed, double check the file integrity by navigating to your steam library (in this client), right click NWN2, click on properties, click on local files, verify integrity. If no damage, continue
2 - download the client extension from here: http://www.nynaeve.net/Skywing/NWN2/cliext/ClientExtension_Latest.zip
3 - cut and paste the .zip file to your NWN2 installation folder (ie. steamapps/common/...)
4 - uncompress the zip file directly into the folder.
5 - run NWloader.
Now, I know it probably is that you did all those things, but I think its best you try it again, as I just did and it did not work until I installed the client.
Alternatively, there could be a graphics issue, or some other problem (keys?).

"OK, client status for Apr 15, 2016.
I tried opening the Internet games available through Steam opened NWN2, but alas, there were no games. So I then tried opening NWLauncher and receive an Application load error 5:0000065434. I reinstalled the latest version and tried to copy over the last, but noticed it was still running in the background, so I terminated the program and copied over it. I then tried to start again from NWLauncher but receive the same error.
Realizing the program is still running in the background, I start NWN2 using steam. Ta da, the internet games come up...
but this is a new bug."

describes that error. Seems a couple workarounds are posted. A) try running steam.exe as admin (not just NWloader), or B) start NWN2 through steam normally and see if you have multiplayer, or after starting normally, try NWloader again, or C) some weird writeup in the above link. Maybe deleting the NWN2 in mydocuments may reinitialize the setup? not sure.
hope one of these methods pans out. I remember having this error, but it was such a long time ago now.
However reading above I tried it all and kept getting the error, after reading your edit however I just simply tried running NWN2 after the error popped up, because it IS always still running in the background. I'd been closing it manually because if I didn't it would keep popping up that error over and over until I did.
And the multiplayer rooms DO show up, I can see all the servers just fine, so hopefully that means its working :)

So to recap, all I had to do was simply open NWN2 manually after the error popped up, and when I'm done playing manually close NW2launcher in my task manager.
