Where to find The Hurricane?

I've picked her up a couple times and got her endgame quest to go to the party, but I chose to go to the festival instead. I'm now specifically looking for her and I swear I've picked up just about every other hitchhiker in the entire game besides her and The Convict (who I also need for the jail ending). This is getting annoying just driving around for no reason just hoping I find her.

afaik, it's pure RNG.

So your best bet is to pick the sedan and let any hitchhiker in, that's one less you'll encounter. Try to beat the quest lines for those that get removed from the game once they're done, that's one less possible hitchhiker.

And keep driving. RNG can't work against you infinitely.
