How to pass turn in event?

There's an engine upgrade (I think sports brakes) that says "clears a random threat when you pass." What are the conditions to trigger this as I never saw it working and there doesn't seem to be a way to pass turn except by ending turn through skills

Clicking the gas pedal will pass the turn. Note that holding the gas pedal down will instead escape the event.
