Can you fill a gas can or is it just a one-time thing?
Seems quite unreasonable if its only one-time, or am I missing hints on how to do this?

I don't think you can refill it, I haven't found any way for it, but I haven't run into any issues tbh you have a lot gas stations and make easy money pretty fast ingame
