Where is the Stranger?!

This game must KNOW I've only got to finish his quest for completion, and that I'm running around with everything I need while it is the end of July!!

Anyway, some serious questions:
1.) Are the hitchhikers all set up via RNG all the time? Or is each new game set to only have a certain number of them? (I've seen a ton of different ones so far in this playthrough and finished a couple of their quests etc.)

2.) Is the stranger any different (special conditions to have or avoid before he pops up) for him to appear or is it just RNG luck (of which mine is horrible).

3.) Why is this game so awesome and fun to play?!

There is pool of hitchhikers. Bride, kid, convict and punk are gone when you finish their quests, so this could help. Also you guaranteed to get first hitchhiker at second road after game start

Look at the locations in the northwestern part of the map. I've never met him anywhere else, to the point that I suspect he's bound to some part of the map, unlike any other hitchhiker.

I'm making my way back towards that part of the map, as it is, so hopefully that works. I've driven most of the roads at least once and I'm in the SW at the moment finishing out the last few there.

Well, if that's the area you roam, of course you'll find him there.
I remember finding him more or less in the area you are at, SW. It seems all random.

IF, and I say IF there is anything restricted by the area, then perhaps you should avoid the southeast border of the map for some reasons (spoilers). But I have no idea, it's probably not how it works. It could end up being counterproductive.

Your best bet is to play with the Sedan, pick up all hitchhikers you see until full, try to solve quests for those that are out of the game once you're done with their quest, and just keep driving. Personally The Child and The Convict seem like rather rare encounters, but then that's what RNG does. It'll never be equal among all hitchhikers for anyone.
