What do the bobbleheads actually do?

I can't seem to get a clear answer from the text description, but it does seem like they do something give capstone passive of the child hitchhiker.

As far as I can tell- most of them are for decoration. But there are some that do actually give you mini buffs. It'll usually say in the item description if it gives you a buff or not

Other items have hidden uses. Like the exploration items such as rope. I see the rope trigger during events sometimes!
