Is there anyone you can sell the cocaine to?

I have gotten so many packets of cocaine because I like to explore the cities a lot. I of course- want to sell them. Cause if the estimates that the game gives me are anything to go by, I would be getting a lot of money if I did. However, most of the shops I come by don't wanna buy it so like... Where can I sell it? I currently have three packets of cocaine and if my current luck is anything to go by, I will end up getting MORE cocaine. For it is simply what this playthrough is choosing for me apparently.

(Yes I know I can use it but for me personally, the short term effects out weigh the potential long term perks I could get with more money.)

i've gotten one interaction with a seller on the street in a city. I'm not sure how rare they are, but he sold illicit substances like drugs and special decals. I didnt have cocaine on me at the time, but I assume he would buy it

i don't think so, i just tried to sell, weed, joint, and cocaine to a dealer in the city and he won't buy any. but he'll buy any legal item... kinda weird
