And as you said, do the quests for the hitchhikers that are gone once those quests are done.
Min maxing this way of doing it, if you encounter the Punk for example, you'd basically have 2 options. A) pick him up and clear his quests as quickly as possible. That is probably a good option if he's the 2nd or 3rd hitchhiker you pick up, since his dog steals one extra seat. Once you're done with the Punk's quest, you're left with his dog. Be heartless and get rid of it for whatever hitchhiker that can take its place, you're better off that way. B) In most cases, it's probably a lot better to just not pick up the Punk. Two other random hitchhikers thin out the pool a lot more than the Punk and his dog.
