The problem is occurring because Chip requires the Microsoft Visual C++ Redistributable 2012. You can download and install it from Microsoft here: http://www.microsoft.com/en-us/download/details.aspx?id=30679#.
Please let me know if you're still having issues after installing the above file.

Thanks Raiden for the reply, I installed the Microsoft Visual C++ files you linked to but it changed nothing, still getting the error message saying: "The application was unable to start correctly (0x000007b). Click OK to close the application".
Even after reinstalling the game and rebooting the system, nothing changes.
Iom51 says the game stopped working after the latest update, perhaps there is a way for you as the developer to undo that last update and revert to an earlier version?
I tried this and I am still unable to play the game. I was really excited to play the game.
Thanks to the game's 2 updates today, I'm now finally able to boot up the game, thank you so much!
Let us know if anyone has any more issues. The updates should have (hopefully) resolved the problem.
I have tried to uninstall and reinstall Microsoft Visual C++ Redistributable. Uninstalled/reinstalled the game. Restarted my pc. If I try to run the chip.win.32 exe I get error "the program can't start because openal32.dll is missing from your computer" Is there any else I should try? I am on a 64x system would that make a difference. Any help is appreciated

OpenAL should have been installed by Steam when the game was first run but this seems to have failed. You can download the OpenAL installer here :https://www.dropbox.com/s/nde5lub19qlbf7t/OpenAL%20Installer.exe?dl=0.
Please let me know if installing that doesn't solve your problem.
