So it allows flexibility.
In the mean time, you can get more out of the buildings for which you lack additional building plans. Or perhaps I need to boost iron production a bit, but placing a second forge doesn't cut it, cause my current ratios would then also demand a second iron mine...
There are so many scenarios where the concert is useful as it is. And with the moral upgrade, it can even offer some more. We haven't even seen the 2nd and 3rd upgrade yet.
I usually run the blueprint building continuously, and end each run with as many of each building as I want. But I like the point of boosting an economy chain without throwing it out of balance. And the upgrade does make a difference.
