Most of the campaigns covered in this game are based on operations where the Germans had a clear advantage in terms of men and equipment.
Are you playing with hardest game settings? it is possible to slightly increase the difficulty by giving the AI some advantages.

The forthcoming Mius Front will turn the tables though and the Germans will find the better organised and equipped Soviets much more of a challenge.
The hardest operation playing as the Germans in my opinion is the Taranovka breakout that you get with the base game as part of Op Star.
during the night our troops advanced westward without meeting resistance, our deposit in Borki has been attacked by the Soviets, but they were repelled with heavy loses, the also lost 1 matilda tank and 3 apc in the assault. We plan the continue moving westward to meet the incoming SS division, while assuming defensive position in taranovka to halt the enemy advace from the south.

Anything with the German 320th infantry is hard. That is indeed the hardest German campaign.
The most in a game sense balanced campaign is Shilovo. At this point in the war, the REd Army was on the fence still recovering from the 1941 attack. With only minor wins here and there. Well...maybe not so minor with the first winter offensive. Historically it was a case of battle hardened Germans fighting what was in effect a new army with low experience and often incredibly bad leadership. The fights that happened where often a result of really bad choices at the top level of Soviet leadership. Stalins no retreat crap in modern war meant units had to sit there, be enveloped and destroyed. Instead of pulling back and manuvering. But they certainly figured that out and stopped that crap by mid war. At which point the balance of power turned on its head. Which Mius should show. There we should have more even fights I should think.
Germans, except for 320th infantry are the best to learn on. Graduation is winning as the Red Army. Which is usually possible in all campaigns, but you have fight smart.
really I am surprised that is the most difficult its the first on the list of missions. I assumed this was the easiest and best place to start :s
It's certainly the most difficult as the Germans, but not the most difficult of all.
No matter what campaign you begin with, your first battle will be at night, for me that's something I love about the game, right from the beginning I was taken right out of my comfort zone, confused and ultimately utterly defeated.
If I'd started with a daytime battle as part of an easy to win campaign I might have felt cheated by the absence of a real challenge. instead I was slapped across the face and left in no doubt that this game was very different and could be far more challenging than anything similar i'd played before.
