I'm only guessing about orange, but I think it means tanks are also present with spotted enemy forces.
I've never seen any documentation explaining the different colored flares either. The AI handles all this, the player has no control really as to what flares the leaders shoot off or when. It's more like eye candy to grab your attention to certain areas.
It's great that the AI does all this by itself, without having to micromanage. Dug in on a deathly quiet battlefield, then seeing the enemy put a green flare up and you know the attack is about to start...really adds to the atmosphere.
I also understand that the purple flare which I never see is what the air spotters use during airstrikes.
I like the added immersion the flares add and it does help to focus your camera attention to areas that the action in is taking place in, especially for players like me who tend to play the game with the camera used mainly at ground level.
