2. Right click Steam icon on your desktop and choose Run as administrator

Sometimes Steam.exe is still running so make sure to end the process in the task manager and then try again. Or restart your computer and then try running steam as admin.
You should have a file called steam_api.dll in this folder
SteamApps\common\Depth\Binaries\Win32.
If that file isn't there then your antivirus might have deleted it automatically when you installed the game.
If the file is there and you have antivirus running in the background, try disabling the antivirus and then launch steam and the game and see if it helps.
You can also try to verify game cache (with antivirus disabled) or simply download and re-install the game with antivirus disabled.
