3D: takes longer / is more expensive to make, but has more features
2D: is faster / easier / cheaper (possible to be done yourself even if you have an image of your avatar with the right layers set up), but requires the Live2D DLC, and doesn't have all features (for example no props and you can't turn the avatar)
So yes, it depends on what your needs / wants are what to go for.

It's an estimate by one person of course, some people might be able to do it quicker, other take longer, and it also depends on the difficulty / style of the avatar.

I will check with the 3D artist you posted but I also feel like I was not clear.
I have 2 fully rigged 3D models, including the facial rig, with mapped uvs, textures, etc. I am looking for a estimate only for the the conversion to a functioning base with the idle animation. So basically the renaming of the different aspects of the model, the conversion of the textures to the tga format, possible some fixing of orientations and scaling. This represents a tiny fraction of the process, but I can't judge the time this would take for someone experienced with the process. The quality or style should not be a factor. The biggest varialbe to my understanding would the amount of materials but even that is below average and already retitled.
As a 3D animator I feel confident about creating the indivdual animations, and I could do al lthe above msyelf but the research as well as trial and error would not be a factor for someone experienced with the process and might be worth skipping.

3. I will also link this topic here, as it gives information of the rigging / importing process, and do know that for a sucessfull import, the only required animation is the "idle" animation, which could just be static, or be whatever movement you want it to be:
