In your case however the issue seems to be more complex and investigating it will take a while.
For some reason the FaceRig install folder ( from your windows registry related to Facerig) probably points to a different folder than the one where the data is actually installed.
In the past this kind of error was also caused by having non-english characters ( it was German in those cases) in the install path, but if you have installed to the default path, that is ( probably) not the case here.
This should have been corrected by the un-install/ folder-clean-up / re-install to default path , but since it hasn't, so most likely something more complex, that will take more time to solve.
Please try to remember if you have done anything like
- installed it from an un-official source in the past, and if that unofficial install asked to to include any "reg" files in your registry.
or
- performed and incomplete un-install (that may have left some leftover files on your computer)
or something along those lines.
- installed in a folder that the current windows user is not cleared to access.
What you can still try ( but it is a shot in the dark mostly) is an upgrade to the "nextversion" beta branch and make sure the steam installer is granted administrator privileges.
That may make the steam installer go again through the install steps , and perhaps
it will correct the program registry records so the executable can finally find the files.
Remember that FaceRig is not officially launched, it is still in BETA, and it can still have bugs and issues, and they may take a while to get solved.
Update
I am the admin on my computer with full rights. I have a second drive I install steam apps too. Nothing goes on C unless it support libs etc. Stuff that I can afford to format.
I am subscribed the next beta branch, but it crashes out too.
I will bookmark this thread and keep an eye on it and the programs updates. It is pretty clear there are several people with similar issues in here, so I'll leave you to work out what it is.
In this case, do you have any non standard ( English language) characters in the install path. (any german or nordic languages characters like "ß" ) ?
Also, when you have un installed, did you also clear all the left-over contents from the Steam library FaceRig folders? (or you have only uninstalled , reboot, and re-installed, without the manual folder clean-up ?)
The deletion of the left over files is actually quite important for this error, as FaceRig does some local data-caching of the shader, texture and model data, and if that cache has become corrupted for some reason it needs to be deleted by hand ( at least for now) and the symptoms would be quite similar what you are experiencing.
Also lookup in the windows registry for
HKEY_CURRENT_USER\Environment\FR_CUSTOMDATA_PATH
and in
HKEY_CURRENT_USER\Software\Holotech\FaceRig
And make sure all the paths up to the "faceRig" folder are consistent with where you know you have it installed.
The webcam being missing/not plugged in should not be the triggering factor for this, especially if you are using the default framegrabber and not the legacy one... (but then again, stranger things have happened, might be worth checking again when it arrives :)) .

Also I dont use none standard characters at all. I also have a rule that if software needs my virus checker disabling to be installed, I do not install the software. False positives are reported to the virus checker creator, thats how I hand things. These days there is a lot of unwanted additions in software. Its not worth the risk.
To answer your questions
I only uninstalled, i did not look of there was left over folders.
All the default paths are correct in regedit too.
I'll try a complete deletion of the folder after an uninstall and let you know if that helped.
Interestly the Steam installer says the app is about 2.4 gig to install but the actual install process says 1.4. I assume this is because the files are packed. If not, you may want to look in to that.
I will also forward the new log to the programmers so this issue can be investigated before the next program update in January.
Another "shot in the dark" would be to try to start up the program with a different version of directx than what you are trying to use right now ( if you have tried starting it with dx9 so far , try dx11 or viceversa) , as the dx9 and dx11 use different shader datasets ( and maybe only one of them was affected and not the other) .
