Xiph Org open codecs are a third party redistributable package, required if you want to export movies from FaceRig in webm format. Normally FaceRig should work without it, but you won't be able to export movies (you'll have to capture them with programs such as FRAPS or OBS)

This is the first time we heard about their installer crashing upon installing. Maybe you did not run the steam client with administrator privileges ? You can try re-installing them from [your Steam Library folder]\FaceRig\Bin\prerequisites\" folder () . The installer is called opencodecs_0.85.17777.exe . After that do not forget to install "install_webmdshow.exe". Alternately you can try getting it directly from their home-page.
