Yes, this is on by default, it's lip-syncing.
You can enable auto-blink, and some avatars have an "idle" animation in which their head moves a bit. You can also instead use puppeteering mode, in which you can move the avatar around with sliders.
There isn't a fallout-boy avatar in-program (and as far as I know not currently in the workshop either, but I'd have to check that)
If you have the source files of that image and it is already devided in layers for each part of it's head, then yes, else the avatar needs to be re-drawn first to have a layer for each part. After that, check out the Live2D section of the forums on how to make the avatar.
Do note that you need the Live2D DLC to use said 2D avatar(s), unlike the 3D avatars.
Awesome. So the lip-syncing is done in realtime?... I need a real time "LIVE" feature...is that possible? If so it will be my perfect software that I needed .
