On the right-side of the avatar-pane is a scroll bar that you drag-and-hold with your mouse or use your mouse-wheel to scroll through the avatars.
The live2d is under the blue-line that reads "FaceRg Live2D Module" (if the little white arrow on the far-left of the bar is pointing right, then click on the little white arrow, so it's pointing down, to expand that section and display the according avatars).
If you had downloaded any avatars from the Steam-workshop, then they should appear under the "Workshop and Custom Avatars" section.
If those section are not showing up in your FaceRig, then close FaceRig and ensure that you have the Live2D DLC addon installed;
From your Steam-client, go to Library and the Software listings, right-clik on FaceRig, choose Properties then go to the DLC tab. Make sure that the FaceRig Live2D Module tick-box is checked. If not, check it and it should then download for you.
