All but one NPC type in the current game version is perfectly content to let you steal all of their stuff so long as you do not actually attack them. Well, I suppose that they could just pay attention to who has been using overly precise grammar and punctuation.
You can actually speed run the entire chapter in two in-game days once you know what you need to do to reach the end of Chapter One. There are even multiple paths for doing so. The story is not terribly long yet, but you are encouraged to explore the entirety of the randomized map or see the other branching paths.
