What do I do with the White Dress?
It's just going to end up taking workshop inventory space so I'm gonna put it in the wardrobe in the first hideout. Do I need it down the line for something or can I just forget about it?

Edit: Nevermind. I realized that it isn't in the wardrobe anymore. I think it disappeared when I clicked on it to transfer it. Didn't notice that til just now. Was it important?

A lot of journal items are there that serve little to no purpose. Some are actually very valuable or useful to get information about from npcs. Some have codes, some others are really missed opportunities for codes.

Journal items that you cannot show to NPCs or don't have codes are not purposeless. They are an integral part of the world building and help you better understand the story. The white dress is part of a little story which tells you what happened to the family that previously lived there.

I think you're speculating more than anything, many journal items could have just not been included at all as whatever the plans may have been for them never went anywhere. Including something without some purpose is just a waste of time, effort, you name it.

The ration stamps for example are one item that tells you there was possibly a rationing going on if you theorise hard enough, but that doesn't really hold much value on its own or even be an integral enough of a story item to matter, since you can't even show it to any npc. It could have also very easily been a clue to a code, but to my knowledge that isn't the case.

It is deduction, not speculation. You are the one speculating here assuming around one hundred items are just leftovers from unrealized plans, and I have already explained their purpose. That is correct: Therefore you should have realized if somebody is putting time and effort into something, it certainly has some purpose. Whether that purpose is meaningful to you does not invalidate its existence.

You don't need to theorize anything. It gives you proof that the game takes place in a Soviet-era country which gives you information about the setting, which has always been an integral part of any story, also indicating that the game takes place in the real world. You are also disregarding the fact that the most important story items in the game are the ones that you cannot show to NPCs. I agree that it could have been used for a code though.
