It's the best weapon in the entire game. It aims quickly, is accurate out to medium range if you give it time to zero in, can be spammed at point blank in emergencies, does a decent amount of damage, and ammo for it is relatively cheap and common.
Shotgun can instantly kill almost anything up close, but is a single-shot weapon for the vast majority of the game and ammo for it is fairly uncommon (you can find two shells in the Village and I'm pretty sure that's it, unless maybe there are a couple more in the Hunter House somewhere.) The Hunting Rifle is just awful at virtually everything, and ammo for the Assault Rifle is too rare (and doesn't stack...) to make it a reliable choice of weapon.
Shovel, pistol, and molotovs will carry you through the entire game pretty reliably. If you can't beat it to death with the shovel, shoot it. If you can't shoot it, burn it.
While I agree with you guys that the rifle isn't the greatest, it still one shots everything. So great for sniping swampers.
Really the ultimate overall weapon in chapter one is the molotov. You can make them so cheaply so early on, yet they're powerful and materials for them are super abundant.
