Random dude throwing flares
Was wandering around the first shelter in the game at night and I saw some normal looking dude throwing a flare, I try to chase him down but he went into the forest, any idea who that could be?

One of the weird random night events. Lots of strange things can and will happen. That's one of the less creepy events, too.

I just noticed someone threw a flare outside just now. I don't go outside at night though. Could i be missing some stuff if i don't go out there? I just think it's too risky to go out..

The flare guy, no, but you generally should be outside a lot at night. You'll usually have to fight 2-3 enemies each night, and experience 3-ish events. Considering how easy fights are, and how often events will require you to leave your room, it's easier to just kill the enemies as they appear each night. Once you can craft lanterns, you won't need to use the generator at all except during the ghost event.

I don't know if that's the best advice

My theory is the dudes who throw flares are just first contact with the villagers (non-threatening NPC's), possibly the same ones who knock on doors and leave gifts on doorsteps.. and probably the same people who call out to you in the night and drop shiny stones outside the hideout..

..maybe the act of throwing a flare is also trying to be helpful.

I have chased one down before and killed them just to see if they leave any good loot on their corpses (like savages do), but they seem to leave no loot at all (which makes you feel double bad for killing one).
