What do you mean? DosBox is part of the release.
1. Open Computer Management. (START > Windows Administrative Tools > Computer Management.)
2. Right-click Disk Management > Create VHD.
3. Click Browse. Navigate to your C Drive (if it doesn't go there automatically). Click New Folder. Give it a name, such as "VHD". Double-click on the new folder to open it.
4. In File name: give your VHD a name. Can be anything. "newVHD" for example, then click Save.
5. For virtual hard disk size, give it 1 GB. Leave the other options at their defaults and click OK.
Now the new virtual hard disk has been created but is by default "turned off" so we need to turn it on.
6. Right click the new disk where it says "Not Initialized" > Initialize. Leave at defaults and click Ok.
7. Right click where it says "Unallocated" > New Simple Volume.
8. Click next until you see "Assign the following drive letter". Set it to D. Click next two or three more times, then Finish.
Now try running the game.
Other possible workarounds:
1. Stick an old USB drive in and assign it drive D. 1 GB is enough space. More than 2 GB might cause problems because of old DOS limitations.
2. Get a program like daemon tools or vitual clone drive to create a virtual CD as your D drive. Some of those programs auto-dismount virtual CD drives if there's no disc image mounted, so you might need to check the option which forces empty drives to still appear.
What DID NOT work:
In C:\Program Files (x86)\Steam\steamapps\common\Pandora Directive\config.ini
I changed Disk1=D to Disk1=C. The game started but crashed at the load screen.
However, if your D drive is for some reason unavailable, you can create a virtual hard drive using the steps above and assign it to E (or any free letter), then change Disk1=E (or the other drive letter you chose).
Before you make changes to config.ini, make a copy as a backup.
