(Spoilers) Who burned down the circus?

I just finished Dropsy, and I didn't 100% it (I totally missed even trying to send animals into the trailer), I had a blast.

But look I mean it was the King, right? Scrap King? He's obviously cruel, from his temper tantrums to how he treats Dropsy's dad, he's the only character I can think of that specifically and always is shown with a cigar (even Dropsy's drawing of him has one), and he's heavily implied to be working with S-Man.

1. Late in the game you can find an unfinished painting in his royal quarters that turns out to be a draft of the S-circus adverts.
2. His scrapyard is the far end of a secret bloody rail system connecting locked-away S-Corp facilities.


Anyway I just... wanted to throw that out there.

Also on a side note, the moment when I grasped why Dropsy was named... well, Dropsy, was a good one.

when i played i thought that it was just ant (s-man. the bearded ceo dude). the cutscene seems to be from dropsy's perspective, and i don't really know how he would have the knowledge that it was a cigar specifically. even if it was, ant could have used that just to cover up his tracks better; it seems less suspicious than a match/something used more commonly to specifically start fires and not recreationally
