I read somewhere you can reunite the dog with it's owner, but who the hell is the owner? Would I be better of selling it? Does that count as a bad deed?

In order to return the dog to her owner, you first have to feed the dog and collect her dog tag. Then, you see the poster that says "Lost dog". Call the number when standing near the dog. You'll be told where to meet the owner. Walk slowly so the dog follows you to the Crusty Creme or whatever it's called. When you enter, dog is there and you get the reward. I've never tried selling the dog, but I think returning the dog is the "happier" option.
