Specifically, with zero charge it applies electricity similarly to ripley's rifle - one shot deals no damage, two hits deals enough damage to kill a Big Mook (and explodes small enemies), and three hits is enough to explode a Big Mook. It doesn't work like it's intended to against small Mooks - Evan has said it's supposed to one-shot and explode them. Instead, it just knocks them around, so it's almost impossible to hit a Mook fast enough to blow him up.
If he has at least one charge, his melee attack inexplicably becomes powerful enough to one-shot any enemy that's affected by electricity. Even Satan.[i.imgur.com]
