Agreed, I love the pixel feel. I absolutely loved classic Final Fantasy than the new stuff nowadays, so I say keep Bro Force as it is.
Edit: now I see what you mean, I misread the bottom half. If it works, go for it, I say.
sure, 2d but im suggesting to be made with 3d models: if using 2d animation techniques (just like ark system works do) can work great with anime (even if the technique can and still is been improved), with the more flat 80s-90s cartoon style of Broforce, it would be easier to make it work.
do you find funny the broforce cartoon animations? imagine the whole game playing with those graphics. imagine also more seamless transitions between cutscenes and in-game action.
watch this and maybe you will grasp a bit better what im suggesting (is already a bit old, and currently they are able to do even better animations)
how arc system works made it work.

the reason many studios are unable to get it right, is because they want to cut corners, and wont use "traditional frame by frame" animation approach. "to make the illusion work" they need to be actually good at 2d animation, and understand how 2d animation looks, and why. but, when done properly, you could translate the style into any kind of 3d gameplay while keeping the "2d animation aesthetics".
imo, its trickier to make 3d look nice with anime style, because anime characters and worlds, often have more detail than american cartoons, and specially those with the early 80s and 90s style that Broforce uses (because, in general, they are "flatter"). so, visually its feasible, but devs would need to spend a bit of extra time in "killing anything that feels 3d" as arc animators said.
also check this too:
Moebius-style 3D Rendering | Useless Game Dev; in this case whats relevant is to appreciate many more possibilities for rendering that are often ignored (even when the animation in the example isnt great)

also, something about traditional 2d frame by frame animation, is called "1s or 2s", which means the animator will place a keyframe each frame, or every 2 frames, depending in their budget and how fluid they wanted to make the animation look. in most cartoons, "1s" are rare for that reason, so they used to animate using "2s" and 24fps speed rather than 30fps or more (more drawings more time, and more money).
so, while posing manually frame by frame the 3d models, and rendering them to look 2d, takes more time than "normal 3d animation", the result can be extremely close to traditional animation, and is a lot cheaper; and, also, that means some aspects could be coded to automate the process (specially with ai) and decrease how much time would be needed to animate everything (and animators could focus mostly in polishing and making the animations look even better, more "cartoon style").
