Not as far as I know, no. The save files are all saved locally.

I believe it does, yes, so you'd be wise to back up your saves.

I uninstzlled the game and reinstalled it, it difn't remove my save files.

That's because it does use Steam Cloud. It does not save Custom Campaigns in the cloud though.

Your locally saved campaigns are not.
