The fact it's using EA App is not relevant : many EA games here still Launch EA App. It works great (except Battlefield 3
That alone would discourage people to give it a try and make EA reconsider if its even worth it to release it on other launcher only to be flaked for the second time and face another round of backlash. No one stop them from trying though.
The Mac version is available in the Mac App Store so I doubt it's impossible to bring it to Steam
Though the question is, is it even worth it to bring it to Steam given the game's controversial history. Even after the always online requirement was removed and the Cities of Tomorrow expansion released, it wasn't enough to save the game as it was still loaded with problems. Power and water infrastructure gone, city limits too small, the simulation AI pretty dumb as citizens constantly got stuck in traffic. Plus we live in a time where we have Cities Skylines now.
