You can skip riichi then call again when ever you want and you still can get Ron or Tsumo without Riiichi but dont have Riichi points of course. ( had yaku )

i see i always think that call can make enemy know our card that's why i always go for riichi

If you are tenpai and have a two sided wait then call Riichi fast is alway a strong strategy in silver room. ( Not when in late game btw)

Going dama is preferred if you already have a yaku.

But if you have no yaku, it's recommended to call riichi since it would be a waste if someone discards your winning tile while you wait.

It's a judgment call depending on many factors. Riichi is always worth more points, and sometimes worth substantially more points. A hand that is hidden pinfu or hidden dragon and nothing else is always worth roughly 1,000 points, which may stop a big win by somebody else but probably won't do much for you. Add a riichi in and the points at least double, but if somebody else has something spooky showing like an open dora triplet or a discard pile with nothing of a particular suit, your riichi represents a free extra draw for that player's winning tile every time around the board.
Reasons to Riichi:
  • Good wait. If you're waiting on 7 tiles or more, slam it.
  • First row of discards. If you're that fast, slam it.
  • You're dealer and want to keep your seat. It's perfectly fine to intimidate other players into folding. You get the tenpai points, and a renchan.
  • You're not dealer and you want to kick the dealer out of their seat. Again, intimidation is valid.
  • Low value without Riichi. Prior to mangan, every han doubles the value of your hand, so in terms of EV that doubling is well worth a small hit in odds of winning.
  • Someone has called kan. That's more chances for ura.
  • You have no other yaku. Get one.
  • You have a suji trap or other tricky wait that a Riichi can bait out.
  • Someone else is in Riichi, and you're waiting on a live tile. Reset the other two players' information and make it harder for them to know what's safe to both of you.

Reasons to dama:
  • Last row of discards. Save the stick.
  • Hand has room to improve, and the number of tiles you can draw that improve the hand are more than the number of winning tiles. Consider that last part, don't tunnel vision on an upgrade you aren't actually likely to get.
  • Mangan or better without Riichi. Or South 3/4 and already worth the exact value you need. Maximize your chances of winning.
  • You have a lead and you'd actually rather just fold, or even just stay in tenpai for now but retain the option to fold as soon as you draw something dangerous. This depends on how much of a lead you have and how late in the game it is.
  • Someone else is already in Riichi, and you're waiting on their genbutsu. Let someone fall for the trap.
  • Less than 1000 point difference between you and a player behind you. Don't just drop yourself below them. This only applies in late South though, doesn't matter yet in East because there's still so much time.
Everything said by a few here were amazing reasons, but my very very simply general rule of thumb is:

1. If it is very early game (around first row of discards)
2. You would be waiting on more than 1 tile, and the total combination of tiles is at least 5+
3. Aura

Truthfully if you're playing higher ranked games most people will play genbetsu (drop safe tiles only, that you drop) or try to read suiji, etc... so it may not be worth it. Remember when you call riichi you're gambling for ura dora, but if you already have a valid yaku concealed for dama, it's better off staying concealed especially going against more experienced players. To be entirely honest, even in gold rooms now I slam for riichi cause it's justice. Have fun.
