NPCs
NPCs keep walking back to their spawn point. they won't stay in base and the "Jobs" orders don't seem to affect behavior. even the other MC immediately goes walking back to the beach

Interact with them. The top command is "move". In there, you set up where they should be and what is their region of responsibility.
Most likely, they are going to the beach, because that's their current place they are set up to should be in.
