What do I put werewolf in to tame him? Can I have him as a companion?

I tried human cage and large pen. No luck with either.

Everything except tiny animals can be tamed. You just need the right cage. I think you need large wood pen for deer.
Hover mouse cursor over the animal you want to tame to see the list of their favorite foods.

I tamed him and the booger went back to his forest. How do I keep him as a companion? I went to check on him and he's wild again. Tried to kill me.

Tamed monsters and people have their cage as their default location. You have to set them a new location where you want them to live.
The werewolf in the forest is a different werewolf that has respawned there. In theory, you can have an army of werewolves farming your fields and making short work of any enemies that dare to attack.
