Report a translation problem
The only thing i can say is the crash handler doesn't do anything and in task manager it shows up as suspend, my anti-virus didn't block or vault anything either.
I don't know how much it would help, but I'll try and give my specs when I get a chance to tonight.
The update notes for the AMD Radeon drivers 24.6.1 states under "Fixed Issues and Improvements":
Fallout 3 and Fallout: New Vegas may fail to launch.
To put it bluntly, driver bugs can cause applications to fail to launch.
