Japanese censorship is mosaics over interesting parts. You can disable it with none.bat trick.
Western censorship is moving offending content to DLC. You can download DLC for free from developers' website. You can guess what is considered worse than rape and cannibalism in the West. But somehow, fairy is also in there.

Someone is being very delete happy with any post that even provides hints as to where to look. So if you are unable to figure this out yourself, asking in a place that isn't as strict is the best bet.
But the big thing to remember is that, even though the file name includes dlc and some people refer to it as DLC, you should actually treat it as an external content patch. You should never treat it as content for the Steam release.
I know of several games that split the content so that everything that is part of the Steam release is distributed over Steam, and everything else that should never be seen as part of the Steam content is in an external patch. The discussions for these games actually contain direct links to the websites that have the patches.
In general, the issue isn't the existence of the patches, it is people being thoughtless about community content. This could then imply that the content of the external patch is part of the Steam release, and this causes problems.
You can find fairy by collecting a fnickers on the beach, and going to a patch of brown ground in the werewolf forest. Fnickers should be on your inventory panel.
Fnickers exist for everyone, but from what I heard, people without DLC never encounter the fairy.
