How do you use it after choose to level it up

Should work automatically when scrolling over or on an enemy. Though think it's still might need some work.

Fight something and you will see not just the red health bar but a numeric value. Get further upgrades and you'll see their numeric stun value and their personality after interacting with them..

The red and white bar is present even I haven't level up my observation skill

Well, the bar is here by default, but a bar isn't as much representative than a numeric value. 100HP full life is way weaker than 650HP mid life after all.

It's not immediately obvious, but white text is starting to fill up around the enemies health bar
