Report a translation problem
you have to set the NPC to "Training" and have it within their territory (aka blue zone)
Click Move and check the blue circle, the punching bag needs to be with it.
- Also make sure they are not lacking food and water, if those are at 0... the npc won't do any job either. So ensure they are in range of a food box as well as within range of a rain collector (with water) / well.
- It can take some time for the NPC to actually use the punching bag (same for any job). So even if you place her near it, with it in her territory, with her food and water needs met... it might take a bit of time for her to decide to train.
- You'll know when it activates be seeing the red fist icon above their head... that indicates they have decided it's time to train.
Or you can place another native in the punching bag, and listen for the pain grunts if you're within hearing range but not visual range of the punching bag.

Even if she is standing next to the punching bag, if the territory is minimum sized then bag is likely not in range for her to use.
Also, as said, it can take some time for them to trigger the job. You can try pressing "SHIFT" + "." to speed game time up to pass time faster to see if it activates at any point.
There we go took a few minutes, thanks was really frustrating the hell out of me.
Also note - you don't have to unequip their weapons, they will just use fist's regardless of whatever weapon they have equipped at the time.
