To make an NPC drink it, just left click on them so it pulls up the talk, follow, status options and then right click the bottle in your inventory. If you do this while looking at the NPC's status, you might notice that your thirst didnt fill and the NPC's did NOT either. If you click away then left click back onto the NPC, you'll see their thirst has updated to 40/100. (I dont remember the exact number, but you get the idea hopefully). For some reason, the status doesnt update while you are looking at it so you just have to close it and reopen it.
This is useful for if you have an NPC that cant reach a well obviously. As far as I am aware, I dont think NPC's can drink out of water collectors automatically, but I could be wrong.
alternatively you can click on the npc then click on attributes / skills to make sure it's them and then just right click on berries or water bowls and they'll drink up.
aside from that just put a food box (with food right click to place food in box up to 1k) a well (better than rain catcher you get it constantly refilled vs only in rain) and a house with beds (you can build the leaf canopy but better indoors) and they should
