anyone have this issue, when game run like in slowmo when in fullscreen
but FPS is OK

Does it change when you do shift+> to speed up time? The game runs relatively slow as is at normal speed, but you can set the speed up to 10 and it plays much faster. Probably way too fast at 10 but it makes grinding things go by faster.

Also, the game resets to 1 sometimes and I've had it not reset the number indicating the speed. Just have to use the shift + < or > to change to whatever speed. Or shift , + . I suppose.
