To "domesticate" the locals you have to put them inside a cage and put some grilled meat in one of the empty slots. Once their relationship reaches MAX level (it will literally say MAX instead of a number) you take them out of the cage, into your inventory and right-click them to spawn them in the world.

Once that's done you can use the follow command to make them follow you around, which will increase their relationship level by +5 every few in-game hours.
