Probably not, but even if it was, that would probably be an awful experience.
You're constantly doing sharp turns left and right, precision is less important than quick reactions.

I don't have that specific wheel, but in general if the wheel can present itself to the computer as a joypad/controller, it should work fine. you can remap all the important driving controls in-game, and also adjust deadzone and sensitivity settings. so for example if you don't want to have to turn the wheel fully to the extremes to hit maximum steering (as mentioned in this game you are often quickly switching the steering in all directions), you can adjust that as well.
