I think you have to win 3 times for Choi and 5 times for Joe

Yikes, that's going to take too much grinding for me. It took me about six runs to win a single time, and my very first run when I didn't have any idea what I was doing was my best run until I actually won. Just seems very luck based to me.

It gets much easier once you know what the 'good' strats are. Some minor amount of luck but not as much as you'd think.

I won twice with Lim to unlock Choi then twice with Choi to unlock Joe.
And after each odd win, you unlock a speedx5 and speedx10 button.

A good rule of thumb is to get three train improvement cars as soon as you can, that way you can hit more stops to level up and get more cards without risking the storm catching up. After that just need to get the right set bonuses while swapping out train improvements as needed. The set that require being near the train or you'll lose happiness is insanely broken once you get all 7 types.

I'd also like to add that if you can get 2 "Academy" cars fairly early, it also feels fairly busted, without the drawback that the first 3 Brotherhood cards have. Ivory tower is something else.

I found 4 academy cars before the first pollution zone, how hard it snowballed from there was genuinely insane
